Scan a parsed stylesheet and emit one CascadeDivergence per
(selector x property) pair whose resolved value differs between
the old first-wins ordering and the new last-wins ordering.
This is the audit’s “compat regression escape valve”: authors who
relied on the broken first-wins behaviour can run
lumenc lint --css-cascade <dir> and patch flagged rules ahead of
the next compiler upgrade.
