The markup tags the language itself owns, which no module may claim.
A module declaring tags = ["button"] would not add a tag, it would
quietly reinterpret one every app already writes, and whether it won
would depend on load order. Refusing the declaration is what keeps a
built-in tag meaning one thing.
The list is spelled here rather than imported because the parser sits
above this crate, not below it; lumenc owns a test that fails when the
two drift.
