Build the external command sequence for kind in mode, run from dir.
Returns Err for AppKind::Markup (the caller must take the built-in
runtime path instead) and for unresolved inputs (e.g. a Python app with no
discoverable entry script). An Ok(vec![]) is a valid no-op (e.g. a Python
build, which has nothing to compile).
