Put the app’s declared fragments in world, replacing whatever set was
there.
Every path that starts an app calls this with the table that app declares: the desktop with what it parsed or reloaded, and every path that boots from a compiled artifact with the table the artifact carries. One function rather than an insert per path, because a path that forgot the insert has an app whose fragments all report an unknown key, and nothing else about it looks wrong.
