Register tag so the lumenc HTML parser accepts <tag ...> markup.
For a tag whose element needs no Widget built on it. A widget calls
register_widget instead, which also says what to build. Subsequent
calls with the same tag are no-ops, and never take a registered widget’s
spawn away. The supplied string must live for the lifetime of the
process.
