Plugin: registers the fill sync system.

The binding pull, apply_progress_bindings, is installed by whoever wires the app’s signal bindings, beside the other pull readers, because it must run after every writer of the store on the tick (the script’s command applier, the derivation pass, the control write-backs) and those are named only there.
